Net Metering
Understanding Solar
Net Metering & Net Billing
Make Better Use of Solar Energy
with Grid-Connected Electricity
Import and Export
Generating electricity through
solar panels gives households,
businesses and industrial
facilities greater control
over their energy requirements.
However, solar generation and
electricity demand do not
always occur at the same time.
A grid-connected solar system
can use electricity generated
on-site and, where authorized,
send surplus electricity to
the distribution network.
When solar production is
insufficient, electricity
can be imported from the grid.
A bidirectional meter measures
both directions of electricity
flow. The financial treatment
of exported electricity depends
on the consumer's applicable
agreement, tariff and
regulatory framework.
Net metering is a mechanism
historically used to account
for electricity imported
from the grid and surplus
solar electricity exported
back to it.
A bidirectional meter records
imported and exported electricity
separately. The readings help
determine billing adjustments
according to the terms of the
applicable electricity agreement.
How Does a Bidirectional Meter Work?
During daylight hours, a solar
system generates electricity
that can be used by the property.
When generation exceeds immediate
demand, eligible surplus electricity
may flow into the utility grid.
At night or during periods of
low solar production, electricity
may be imported from the grid.
The meter records both imported
and exported units, allowing
the utility to prepare bills
under the applicable billing
arrangement.
Net Metering & Net Billing Arrangements
Pakistan's solar electricity
billing framework has evolved.
Under the NEPRA Prosumer
Regulations, 2026, new prosumer
arrangements generally use net
billing, with imported electricity
billed under the applicable retail
tariff and exported electricity
credited at the applicable
purchase rate.
Certain existing agreements may
continue under their previously
approved metering and billing
terms until their expiry, subject
to the relevant regulations.
Consumers should confirm their
specific arrangement before
estimating savings.
Benefits of Grid-Connected Solar Energy
Grid-connected solar systems can
help consumers make practical use
of electricity generated on their
own premises. Depending on system
performance, consumption patterns
and applicable billing arrangements,
solar generation may reduce
electricity expenses.
Local renewable electricity
generation can also support
cleaner energy use and reduce
reliance on conventional power
sources. Actual financial
benefits vary with individual
electricity demand, system
size and tariffs.
Net Metering Application
& Approval Considerations
Grid-connected solar systems
that export electricity must
meet applicable technical
requirements and obtain the
necessary approvals. The
application process can involve
documentation, system verification,
interconnection assessment
and metering arrangements.
Processing times depend on the
applicable regulations,
distribution company's procedures,
documentation and technical
conditions. Consumers should
confirm current eligibility,
approval requirements and billing
terms with the relevant electricity
provider before proceeding.
